US Congressman. He graduated from Williams College in 1847, studied law, and began practice as an attorney in Elmira, New York, in 1850. He served in local government and was Chemung County Judge from 1859 to 1860. In 1870 he was elected to the US House of Representatives as a Republican and served two terms, 1871 to 1875. In his second term he was Chairman of the House Committee on Elections. Smith did not run for reelection in 1874 and returned to his Elmira law practice. In 1883 he became a Justice of the New York Supreme Court, serving until 1888. He lived briefly in retirement before dying at his Elmira home. He was succeeded on the court by his son Walter Lloyd Smith.
