Ursel Colin Narver, a retired insurance executive who served on the Oregon State Fair Commission and the Oregon Racing Commission for many years, died Wednesday in a Portland hospital of complications arising from a stroke. He was 90.

A memorial service will be held at 3 p.m. Saturday, Nov. 27, in Trinity Episcopal Church.

Mr. Narver was manager of the Oregon Grange Bulletin from 1932 until his retirement in 1986. In 1957 he was elected president of Grange Mutual Life Co., a Nampa, Idaho-based company that specialized in insurance for Grange members and their families in six Western states. He held that position until 1963.

He was named to the Oregon State Fair Commission by former Gov. Robert D. Holmes in 1957. Mr. Narver served on the commission until 1968 and was chairman from 1959 until 1964. He was appointed by the late Gov. Tom McCall to serve a six-year term on the Oregon Racing Commission in 1969.

Mr. Narver co-published Better Fruit magazine for 28 years until 1964. He served as chairman of Colleges for Oregon's Future in 1973 and was a past president of the Oregon State University Federation and the OSU Alumni Association.

He was born Aug. 5, 1903, in Sprague, Wash. He earned his bachelor's degree in business administration from Oregon Agricultural College, now OSU, in 1928 and was student body president during his senior year.

He married Merle M. Wells on Dec. 29, 1928.

Mr. Narver earned his law degree from the Northwestern School of Law in 1935. He had been a director of the OSU Federation since 1950 and served as a trustee of the OSU Alumni Association since 1960.

Mr. Narver received the Centennial Citation from the OSU Alumni Association in honor of his being ''one of the 16 most outstanding OSU alumni (who) have served OSU and the state of Oregon with special distinction during the first 100 years of the university's history.''

He was a member of Westminster Presbyterian Church. After the death of his wife in 1981, he married Mildred G. Goodin on Oct. 1, 1982.

Survivors besides his wife include his sons, David W. of Victoria, British Columbia, and John C. of Seattle; daughter, Ann Narver DeBusk of Stanford, Calif.; eight grandchildren; and one great-grandson.

Disposition was by cremation.

The family suggests remembrances be contributions to the OSU Foundation, Room 517, Snell Hall, Corvallis 97331.
