Carl Franklin Atkinson was born August 19 1898 in Charlo, Restigouche County, New Brunswick, Canada. In 1916, Carl volunteered to serve in the World War I Canadian Expeditionary Force, and served between March 27 1916 to October 3 1916. At the time he was a Labourer living in Dalhouse, Restigouche County, New Brunswick, Canada, and identified that he was Presbyterian.

Carl married Vivian Violet Van Tassell on October 4 1932 in Forest City, York County, New Brunswick, Canada.

In WW1 Carl Franklin Atkinson, service no. 793971, served as a Private in the Canadian Expeditionary Force in WW1, but did not serve overseas. He volunteered on March 27, 1916 at Dalbousie, Restigouche County, New Brunswick into the 132nd Battalion, C.E.F, and was honourably discharged on October 3, 1916 from the Special Service Unit (formerly 132nd Battalion) at Quebec City, Quebec, for "being found medically unfit". He was found to be suffering from Pulmonary Tuberculosis which he had prior to enlistment. He was offer T.B. Sanitarium treatment and refused.
