Cynthia Joyce Moore Bullard, age 89, died in Plano, TX on July 27th, 2015. Born July 9th, 1926 in Hillsboro, IL, to Tony and Louisa Moore. Joyce graduated from Hillsboro High School in 1944. In 1946 she graduated from William Woods University with an Associate of Arts degree. On July 30, 1948 she married Kenneth Wayne Bullard. She later attended both The University of Illinois and North Texas University obtaining degrees in Psychology and Education. Wayne and Joyce lived in St. Louis, MO and Taylorville, IL before settling in Plano, TX in 1958. Once settled, Joyce became a teacher for the Plano Independent School District, teaching 4th grade at Mendenhall Elementary. During that time, Wayne founded Tanglepoint Insurance. Several years later, Wayne and Joyce, changed Tanglepoint from an insurance agency to the first travel agency in Plano, and Joyce began a second career as a travel agent. Joyce was an active member of the Wesleyan Angels Circle at the First United Methodist Church in Plano and cherished the friendships she made. She enjoyed, traveling, playing Bridge and finishing crossword puzzles in record time. In her later years, she enjoyed nothing more than a glass of wine while visiting with friends and family. Joyce is survived by Son Robert, and wife D’vorah Bullard, of Israel; Son-in-law David Ostrander, of Plano; Sister and Brother-in-law Jean and Bill Pipas of Mobile, AL; Granddaughter Chelsea, husband Steve, and great-grandsons Corey and Mason Tucker, of McKinney, TX; Granddaughter Eliya, husband Oded, and great-grandsons Ori, Yedidiya and Dvir, Benaya Pe’er, of Israel; Step grandson’s Eron, Gil, and Edon Hami; Sister-in-laws Shirley Bullard, of Naples, FL and Norma Davis, of Danville, IL; Niece Jeanie and husband Gerry Weinacker of Alabama; Nephews Mark Pipas and Jim Pipas of Pennsylvania , and several great nieces and nephews. Joyce was preceded in death by her parents, Tony and Louisa Moore, her twin sister Joan Moore husband Wayne of 66 years, Daughter Nancy Ostrander of Plano, TX and. Joyce, will be forever missed by her family and friends. She will always be remembered for the love she shared with everyone she met and her zest for life. A memorial service will be held at 6:00pm on Monday August, 17th 2015 at the First United Methodist Church, Plano. 3160 E Spring Creek Pkwy, Plano, TX 75074. Reception to follow at the home of Brian and Laurie Holgate, 3416 Greenbriar Lane, Plano TX 75074.
