Captain during the civil war in the 74th New York Infantry, New York National Guard, not to be confused with the Fifth Excelsior Regiment. He enlisted on 6/19/1863 at Buffalo, NY as a Captain in "E" Co. NY 74th Infantry. He was mustered out on 8/3/1863 at Buffalo, NY. He again enlisted on 11/16/1863 as the captain in Co E, Co. NY 74th Infantry and mustered out on 12/16/1863 at Buffalo, NY. He was also assigned to help keep the peace and guard the Gas Works during the New York City draft riots in July 1863.

After the war, Clingen continue to served in the New York National Guard as Captain in Co E, 74th NYNG.

Colonel Clingen also was a member of the Fenian Brotherhood, appointed as one of the chief organizers, commanded a regiment during the Fenian Raids in June 1866 and served as the Colonel of the 7th Regiment, Irish Republican Army out of Buffalo, NY, He also held the post of Chief Ordinance officer for the western districts. He also was a captain in the Clan na Gael guard.

When he moved to Chicago in the early 1870's he became active in Chicago politics and became the appointed clerk of the Armory Police Court.
