He was raised and attended public schools at Hoopers Island and Centreville, Maryland.
In the early 1950's he served in the U.S. Army and as a young man he worked as a commercial waterman and a diver.
From 1964 to 1970 he taught diesel engine repair at the Spring Garden Institute in Philadelphia and from 1970 until 1978 he owned and operated Free State Diesel Service in Mardela Springs.
Prior to 1983 he owned and operated several bars, restaurants, and motels, including the Two Mile House.
For several years in the mid 1980's Mr. Parks lived in Palmetto, Florida and since then has resided in Cambridge.
He was a member of the American Legion, the V.F.W., the Cambridge Moose Lodge, and the Elks Lodge in Palmetto.
