Noel was born to Clifford Dan Carter and Elnora Connell. He is the youngest of the four Carter boys; Dan, Therrell, George and Noel. He married twice in his life. His first wife was to Eldora Mae Reinacher in 1958 which produced three children; Mark, Michael and Robin. They divorced in 1976. He married in 1984 to Cathy A. Goforth. Noel and Cathy lived in Thorntown, Indiana where he passed away at the age of 78. Noel is not actually buried at Millers Creek Cemetery but his ashes are to be spread on the family ranch were Miller Creek runs through.
