From 1868 to 1870 he was Governor of Vilno. In 1870 he gave his resignation, but in 1872 he served again as Naval Agent to Austria and Italy. In 1881 he was President of the Shipbuilding Committee. In 1882 he was appointed Minister of the Russian Navy.
