Born on May 29, 1953 in Baltimore, MD, the daughter of the late Jack and Ethel Cavey Wagner, she grew up in Baltimore and graduated from Seton High School, Class of 1971. Jacki met Marvin Carter and they married in 1973. She stayed at home to raise her children and then worked for the Anne Arundel County Parks and Recreation School Age Childcare program. In 2000, Jacki and her husband moved to Centreville where Jacki became active volunteering as a coach with Character Counts. She would become the director of Character Counts! until she retired in 2015. She was very passionate about children, specifically focusing on bullying. Jacki was a member of the Queen Anne's County League of Women Voters, Children's Council, and the local management board. She loved spending her free time with friends and family, mentoring, gardening, and reading.
