A son of the late Elmer Walter and Audry Lillian Smith Blackburn, Wayne was a maintenance welder for the former William's Manufacturing Company and a farmer. He graduated from Minford High School in 1967 and was a member of the United Church of God and International Association.
He is survived by his wife, Virginia "Ginny" Louise Vest Blackburn; his son, Michael Blackburn of Portsmouth; a daughter, Jennifer (Phillip) Thompson of Dodge City, KS; one sister, Dolores Ann Collins of Akron; three grandchildren; and one great-granddaughter.
He was also preceded in death by four infant siblings.
Arrangements are under the direction of the RALPH F. SCOTT FUNERAL HOME in Portsmouth. There are to be no services.
