Algerian Prime Minister. He served as the Prime Minister of Algeria from December 15, 1998 to December 23, 1999. He became a member of the National Liberation Front (FLN) during its fight for Algerian independence from France. In 1962 when the country gained its independence, he was named as chief of staff of the provisional government led by Abderrahmane Farès. He served as ambassador to Belgium during the presidency of Ahmed Ben Bella from 1963 to 1965. He then served as information officer and the director of legal and consular affairs at the ministry of foreign affairs until 1970. He later served as the ambassador to France from 1989 to 1992. In 1998 he became prime minister and served until December 23, 1999 when he stepped down.
