BOSTON HERALD AMERICAN OBITUARY (February 11, 1981). Joan Bishop, 71, Wellesley.
Word was received here of the death yesterday (February 10th) in Oskosh, Wisc., of Joan Fiss Bishop, 71, retired director of career services at Wellesley College. A native of Oskosh, she was graduated from the University of Wisconsin and held advanced degrees from Radcliffe and the University of Syracuse. She joined the faculty at Wellesley in 1944 and retired in 1975, but continued working as a career adviser for the Harvard School of Design. While at Wellesley, she served as an adviser to the U.S. Civil Service Commission and received its meritorious service award. She leaves her husband Robert L. of Wellesley and a brother, Charles Fiss of Oskosh. Services will be held tomorrow (February 12th) in Oskosh.

She married Robert Bishop, Ph.D. (1916-2013) in or after 1938. He was a professor and administrator at MIT for 44 years. He died in Cambridge, MA.

Joan Fiss Bishop is considered the founder of the American Society for Public Administration (ASPA) National Committee for Women in Public Administration - the predecessor of the Section for Women in Public Administration (SWPA). Bishop received her BS degree from the University of Wisconsin–Oshkosh (1931). Her first job was director of Career Services at Wellesley College in Massachusetts. She returned to graduate school for a master's degree in American History from Radcliffe College. A graduate of the Harvard-Radcliffe Program in Business Administration, she was a member of the first class of five women to be taught by the Harvard Business School faculty and believed to be the first person to serve as career services director at four different colleges and universities including Emmanuel College, Radcliffe College, Wellesley College, and after retirement, Harvard Graduate School of Design. Bishop's career was distinguished:
• Received the U.S. Civil Service Commission's Meritorious Service Award (1959);
• Served as the first woman on the Board of Governors of the Harvard Business School Association of Boston;
• Received the 1966 Distinguished Public Citizen Award from the ASPA Massachusetts Chapter, where she served as president (1968-1969); and
• Served on ASPA's National Council (1969-1973).
Retired director of the Career Services Office at Wellesley College (1944 – 1975) and later director of career services at the Harvard Graduate School of Design, Mrs. Bishop considered her role as director of the Career Services Office as one, which carried with it, the responsibility of "opening doors for women," and was constantly active in a wide range of professional organizations to further this goal. A pioneer activist in ASPA's women's movement, unfortunately, Bishop did not live to see NCWPA become the ASPA Section for Women in Public Administration.

Mrs. Robert (Joan "Fran" Fiss) Bishop, 71, of Wellesley, Mass. and Oshkosh, died this morning in Mercy Medical Center.

She was born Oct. 3, 1909, in Oshkosh, the daughter of Charles R. and Katherine Fiss. She married Robert L. Bishop, Sept. 12, 1942, in Wellesley, Mass.

Mrs. Bishop was director of Career Services at Wellesley College, Mass., from 1944 to 1975. From 1975 to 1978, she was director of the Office of Career Services at the Harvard Graduate School of Design, Cambridge, Mass. She made her home in both Wellesley and Oshkosh.

She received her bachelor's degree from Oshkosh State College in 1931 and her master's degree from Radcliffe College, Cambridge, Mass., in 1935. In 1959 she received the Meritorius Service Award from the U.S. Civil Service Commission, and in 1966 she received the Distinguished Public Citizen Award from the Boston Chapter of the American Society for Public Administration.

Mrs. Bishop was elected to the national council of the American Society for Public Administration in 1970, and served as chairman of the society's Task Force on Women in Public Administration. She had also served as president of the National Council of Guidance and Personnel Associations.

In 1974 she received the Distinguished Alumni Award from the University of Wisconsin-Oshkosh. She was an officer of many professional organizations and served as president of the Eastern College Personnel Offices from 1947-48; the National Council of Guidance and Personnel Associations from 1948-49; the Women's Personnel Club, Boston, Mass., from 1950-51; the Boston Chapter of the American Society for Public Administration from 1957-58 and the Greater Boston Personnel and Guidance Association from 1958-59.

She was a member of St. Paul's Catholic Church, Wellesley, and former member of St. Peter's Catholic Church, Oshkosh.

Surviving are her widower; and one brother, Charles J. Fiss, Oshkosh.

Services will be Thursday at 10:30 a.m. in Fiss and Bills Funeral Home and at 11 a.m. in St. Peter's Catholic Church, the Rev. Eugene Brochtrup officiating. Burial will be in Riverside Cemetery. Friends may call at the funeral home Wednesday from 5 to 8 p.m., with a prayer service at 7:45 p.m. A memorial has been established.
