There is another Charles E Artley buried in this cemetery and some trees list the dates of Jeremiah's son as that one. The dates are similar (1868-1938) and this Charles E Artley also married a Sarah. But clearly the dates shown on the death certificate are not the same or close enough to say for sure they are the same person. It is possible the tombstone dates are wrong but that would need to be confirmed with cemetery. I have checked and did not find a death certificate or an obituary for the "other"Charles. For sure this is the son of Jeremiah because of the parents listed as well as his half-sister Bessie Gard is the informant on the death certificate.
