David was born on April 20, 1924 in Hebei, China. He immigrated to the United States in 1955, and received a M.S. from the University of Kentucky (1957) and a Ph.D. from the University of Minnesota (1960). He was a Professor of Economics at the University of Wisconsin-Stout for 28 years. He retired to Watertown in 1992. He is survived by his wife of 54 years Shirley Hsiu-Shen and his two children and their families Nancy (Victor, Benjamin and Miriam Fox of Weston, MA) and Phillip (Kathryn Tullis and Tully Liu of Wilmington, DE). He is also survived by a brother Wei-Kuen and his family in Taipei, Taiwan and his sister Shu-Hua and her family in Beijing, China.
