The WWI registration card of Josie's husband states her full name of JOSIE CAROL COUNCE listing next of kin (wife).

TN Death Certificate lists DOB as Aug 23, 1882. Her grave marker DOB is inscribed Aug 23, 1881, and the 1900 US Census also lists her DOB as August 1881 in Mississippi. The 1880 census shows her parents were living in Tishomingo County, Mississippi.

I think there are 2 memorials for Josie: this one and memorial 133158426. They probably should be merged, or the other one deleted since it appears to have an incorrect cemetery listed (but I haven't confirmed that). The other memorial does not have a photo of the grave stone, but it does have photo of death certificate.
