James was a well-known North Texas lawyer. From 1899 to 1900 James was mayor of Saint Jo, Texas. In 1902, he served as City Attorney of Saint Jo. From 1913 to 1916, James served in the Texas State Senate from the 31st District and in 1915 he was president pro tempore of the State Senate.
Mr. Wiley was editor and manager of the Saint Jo Argos Herald newspaper in the 1890's, and had written articles and letters for the Denton County Journal and Record Chronicle and the Dallas Morning News. He organized banks in Saint Jo and Forestburg and was president of the Citizens' National Bank in Saint Jo. He was also president of Prime Oil Company and Later North Texas Company.
