Jessica Lynn Powell was born August 7, 1987 in Plano, TX, the second of three beautiful daughters of Randy and Sandra (Steitler) Willoughby.

At an early age, Claremore, Oklahoma became young Jessica’s home— a place where she was blessed to be reared by both her mother, Sandra and her father, Randy.

Jessica attended Justus Tiawah School and later Claremore High School where, through the years, she excelled in various athletic activities such as basketball, soccer and softball. She also played in the school band.
Following high school, Jessica attended Northeast Technology Center where she completed welding training, becoming a proud certificate holder. With an artistic flair, this career choice suited Jessica perfectly, giving her a creative license to design and fabricate her own works of art. Her gallery did not end with shaping metal, as in addition, she too was an accomplished tattoo artist and was gifted with the ability to create beautiful pencil sketches among other drawings and fine art projects.

A young woman with a heart of gold, Jessica harbored no greed nor held any grudge. She was the first to give of anything that she had and it seemed as though any difficulty or adversity she faced only made her stronger – coming through the other side with that beautiful smile and keen sense of humor.

Unique and beautiful were words used by Jessica’s family to describe her. Always well-dressed, her hair and make-up perfectly primped, wearing just the right amount of cologne, Jessica had a great sense of style that NEVER included a dress!

Wonderful with kids, Jessica loved to be a friend and supporter to anyone younger, especially her beloved nephews. She was certainly anticipating the arrival of her soon-to-be new niece.

This daughter, sister, aunt and friend will definitely be missed by those she leaves behind. However, her legacy and memories will live on in those who survive. They are: her parents: Randy and Sandra Willoughby of Claremore; her sisters: Janelle Blackmore and husband, David of Owasso and Rachel Willoughby of Broken Arrow; her grandparents: Rex and Donna Willoughby also of Broken Arrow; along with her nephews, Kaplan and Caleb and her niece to be.

Services will be 2:00 PM Tuesday, December 27, 2016 in the Chapel of the Garden at Rice Funeral Service. A private family interment will follow.

TULSA - A woman has died in a high speed police chase in north Tulsa; she was a passenger in a stolen vehicle that crashed during the pursuit, police say.

Tulsa Police were called by Sperry Police to help in the pursuit of a vehicle that was traveling from near Sperry into the city limits of Tulsa on north Peoria. A witness flagged down TPD and said the stolen vehicle was seen leaving the road at about 35th St. N. Peoria Ave. and crashing into a deeply wooded area.

Officers say a 14-year-old girl was driving the stolen vehicle, and her 29-year-old passenger, Jessica Lynn Powell of Tulsa, was pronounced dead at the scene. The teenaged girl was transported to the hospital in critical condition, according to police reports.

The incident happened about 11:30 p.m. Wednesday night.
