He was born in Sterling, Illinois on May 21, 1949 to the late Wilburn Eugene and "Tudy" Betty Ruth (Schouss) Proctor. Larry graduated from Reitz High School in 1967. He was a United States veteran of the Vietnam War, member of the VFW Post 1114 Wabash Ave. Larry worked at Kent Plastics for 10 years, and retired from Peabody Coal mines where he was employed for 30 years. He enjoyed traveling with his wife Franee. He loved going to race track, casinos and spot shoots. Larry was an avid animal lover,
A private funeral service was held on Saturday, December 17, 2016 at Browning Funeral Home, 738 Diamond Ave with burial at Sunset Memorial Park Cemetery.
