US Congressman from New York. He graduated from Columbia College in 1830, studied law, and became an attorney in New York City in 1835. He was a Delegate to the State Constitutional Convention in 1847. Nicoll was elected to the US House as a Democrat in 1846 and served one term, 1847 to 1849. He did not run for reelection, and returned to practicing law. Nicoll remained active in Mastic's local affairs. He also researched, wrote and gave speeches on the history of Long Island, including an 1869 work called "Early History of Suffolk County."
