William was the son of William H. Rowe and Betsy DeCamp. He married Charlotte Webb on July 7, 1839. He was a fisherman in his younger days, and then became a master mariner. He had six sons with his wife, only two growing to adulthood, and then one of them, George, was lost at sea at age 28.
