William is son of Abraham and Elizabeth (Appleton) Clapper.
He is husband to Minnie Hausner.
He attended the public schools and Starkey Seminary, and after a year in Syracuse University, entered the College of Physicians and Surgeons of Baltimore, Maryland, from which he was graduated, April 19, 1894. He began to practice his profession, July 5, 1894, at Farmington, New York, and continued there until 1901. Since then he has been located at Victor, Ontario county, New York. He has made a specialty of the diseases of women and children. Dr. Clapper is a member of Ontario County Medical Society, the New York State Medical Society and the American Medical Association, and is an honorary member of the Canandaigua Village Medical Society. He is on the board of directors of the County Tuberculosis Hospital. Although he is a Democrat in politics in a Republican town and county, he has been elected trustee of the incorporated village and for two terms as supervisor of the town, holding office for four years and taking a prominent part in the board of supervisors of the county. He is active in Free Masonry, a member of Victor Lodge, No. 439, and Consistory of Rochester.
