Born in Philadelphia, July 7, 1826.
He was educated in New York.

He arrived in Monterey on 26 Dec 1849 and immediately went into business with Joseph Boston (Find A Grave Memorial# 73844900). He later also joined Edmund Jones in business along with Joseph Boston.

He was county clerk in Monterey for some time. He studied law in the office of R. F. Peckham who was afterward county judge of Santa Cruz co. He came to Santa Cruz in 1862 and resided there ever since.

He was under-sheriff for three years when Charles Kemp was sheriff. He was deputy county clerk under Albert Brown for two years. In 1867 he was appointed deputy assessor of the internal revenue; later, deputy collector of internal revenue, having in charge the counties of San Mateo, Santa Clara, San Benito, Monterey, and Santa Cruz. He retained this position until the election of Cleveland, and afterwards engaged in the abstract and title business, and as a reals estate and insurance broker, until his retirement recently.

Married 7 July 1856 to Miss Narcissa Watson, daughter of James Watson, a prominent citizen of early California, who came here from Valparaiso in 1822. (Narcisa died in March 1907).

They had eleven children:
Edward Charles former postmaster of Santa Cruz, who is now in San Francisco.
Charles Edward, former city clerk of Santa Cruz, now dead.
Lawrence E, who is with P. F. Farrington's drug store.
Lewis G, city engineer.
Mrs Charles L (Helen M) Pioda of Salinas.
The other six children died in infancy or early childhood.

Interestingly, Mr. Williams, who was county clerk, Dr. Colbert A Canfield (the father of C. E. Canfield of Santa Cruz) who was coroner, and James Gleason, who was Superior Judge of Monterey County at the same times, all married sisters who were daughters of James Watson, who was an English sea captain and who opened the first store in Monterey in 1830. These three men were makers of history in Monterey county and their names are already blazoned on California's scroll of fame.

On 22 Sept 1874, their infant daughter Anna Narcisa, 6 weeks old, died in Santa Cruz.

Another daughter "Jessie" was alive in 1897 and was visiting Helen Pioda in Salinas in 1897. Jessie is most likely the daughter of EC Williams. Helen Pioda was the married daughter of EL & Narcisa Williams.
