Emma Broker was born in Germany. She came to the United States in 1905 and has been a Tivoli resident since 1912. She had a daughter in 1913, named Elizabeth Miller with her husband Fred A. Miller. She was with Stanley A Moore (1900-1985) starting around 1921. From this union there were three known children: Joyce Moore Minkler (1922 – 1962), wife of John D Minkler Jr. (1915-1942), Stanley B Moore (1923 – 1940) and Bernard Gordon Moore (1926 –1945). She became a Gold Star Mother to Bernard Gordon Moore, who was killed in WWII.
