Connecticut Governor. At the age of 70, he was elected as the Republican Governor of Connecticut and served 3 terms, 1915 to 1921. He was considered one of the nation's most aggressive governors in war preparation for World War I. He conducted a military census considered a model for the country, through which data on man power and munitions were compiled. He set up a State Council of Defense for the state's wartime activities and established a State Guard, to replace the state's National Guard which had been called overseas. He also financed the war effort through Liberty & Victory bonds and due to his leadership, Connecticut became known as "The Arsenal State." He opposed the 18th Amendment to the United States Constitution which ended prohibition but was in favor of passage of the 19th Amendment, granting women the right to vote.
