Jacob was born in Hampshire County, Virginia (since 1863 in West Virginia), before the civil war. Many of his children born before the civil war give "Harding County" Virginia as their place of birth. There is no Harding County but a Hardy County, now in West Virginia, close to the border with Maryland and next to Hampshire County where the family is found in 1850 living next door to his parents, Abraham and Mary Lear.

Both Jacob's and wife Christena's families were in Hampshire and Hardy counties from at least the beginning of the 19th century. Both counties had major troubles during the civil war with places changing hands numerous times. In 1860 Jacob's family is in Hardy County. Jacob left with family during the turmoil of the civil war and came to Ohio. Many of the Lear and also the Liller family left and migrated to Ohio.

Son Jacob Martin was the first child born in Ohio in 1864.

Jacob was a laborer in Virginia and became a farmer in Ohio.
