White House Press Secretary, 1937-1945 and 1950.

Stephen served as a United Press correspondent (1913-17). He entered the army as a second lieutenant and rose to captain of infantry in WWI. During his service he was assigned to military intelligence and won a silver star for meritorious service. U.S.A.

In 1919 he became a member of the board of directors of the US Chamber of commerce. He became Assistant Secretary to President Franklin Roosevelt in 1933 and secretary in 1937. He remained in this position until Roosevelt's death in 1945.

He was awarded the distinguished service metal by President Truman on 31 May 1945. He was VP of Pullman, Inc. (1945-49). On Aug 10 1949 he was appointed Deputy Secretary of Defense. He is buried in Arlington National Cemetery.
