Valerie was born and educated in New York City. She married Sam Andrews at the Hotel Astor in 1918, in a ceremony performed by Rabbi Stephen Wise. In 1920 Valerie and her husband opened Andrews Women's Apparel Store in Tacoma, along with her sister, Stephanie Cohen.
For many years the store was located at 943 Broadway, and then at the Tacoma Mall and Lakewood Center. Valerie spent most of her life in the store and at the time of her death was president of the firm. She was survived by her son Sam, her granddaughter Shelley, and a niece Blanche O'Leary.
