Sam was the eldest of ten children, born in Chicago. He grew up working in his father's loan and pawn business. Sam operated several pawn businesses in Tacoma in the 1890s with his father and brother Jake, including Uncle Sam's Pawn, the Chicago Loan, and the Andrews Collateral Bank. He was one of the few merchants who survived the 1893 banking panic, and was able to loan the city money to make interest payments in 1896.

After operating a jewelry store for decades, and the death of his first two wives, Sam married a third time and operated Andrews Fashions with his wife Valerie and her sister. During the early 1920s Sam took a leadership role in supervising the construction of the new Temple Beth Israel on North 4th and J Streets. His substantial donation spurred the series of memorial windows that are still a feature of the building.
