Elizabeth "Betty" Daniel
June 28, 1930 - October 27, 2016

Elizabeth E. “Betty” Daniel, 86, of Norfolk, passed away Thursday, October 27, 2016 at Cedar Manor in Chesapeake.
Betty was born on June 28, 1930 in Mountain Grove, Bath County, VA. She was the daughter of the late John M. Eskins and Lillian A. Chisholm of Norfolk, VA. She was predeceased by her husband, James B. Daniel and brother, James H. Eskins.
Betty graduated from Maury High School in Norfolk then pursued an illustrious career in the Civil Service.
Betty started Federal Civil Service in 1949 as a Clerk Typist. She held positions as a Production Analyst at the Norfolk Naval Supply Center, Budget Assistant at the Norfolk Naval Air Station, and Budget Analyst at the Naval Station as a Comptroller. She completed her career with 46 years of dedicated service as a GS-13 in 1995 as the Budget Officer for Commander Naval Base Norfolk. She was the first woman to hold this position and be promoted to the grade of GS-12 outside the Beltway. Her responsibilities included the budgets for five aircraft carriers, six cruisers, 22 guided missile destroyers, one frigate, nine amphibious assault vessels and seven submarines. She handled budgets which managed buildings, air craft operations, and salaries for approximately 7,500 civilians, with an average annual payroll of $45 million and investments of over $36 million in the overhaul and repair plant. She assisted the Secretary of the Navy in establishing the Navy Comptroller Manuals and was considered the Nation’s expert in all things pertaining to budget and finance for the Navy. She was also instrumental in responding to “Operation Sincere Welcome” when 2000 civilian workers, dependents and non-essential military personnel were evacuated to Norfolk from Guantanamo Naval Base in Cuba.
Survivors include her brother, William A. Eskins (Viola); sister-in-law, Doreen Eskins; brothers-in-law, Frank “Lenny” Daniel (Susan) and John Daniel (Keith). Others include, W.A. Eskins, Jr. (Shana) and their children, Anthony, Dana, Billy and Leighan; Terry Gresham and his children, Teri Lynn and Shannon; Brenda Jones (Ernie) and T.J. Jones; John C. Eskins (Dawn) and their children, Drew, Kyndall and Lindsey; Matthew Daniel and his children Kody and Amanda; Mary Ann Morris and her son Ethan; Laura Carter (Joe) and their children, Alida and Evan; Kent Algire, III; and Jae Daniel.
Many thanks to her brother-in-law, Lenny Daniel and wife Susan for their support and care given to Betty throughout her remaining days. The family would also like to recognize the care given to Betty from the Cedar Manor Assisted Living to especially include Pat Crumrine and her Staff, and Grace Hospice Care, especially Sheila, and Betty’s special friend, Amanda Gatlin.
A memorial service will be conducted at 11:00 a.m. Saturday, November 5, 2016 at Oman Funeral Home & Crematory, 653 Cedar Rd. Chesapeake, VA 23322. Frank Daniel will officiate. A graveside service will be held at a later date in West Virginia. In lieu of flowers memorial contributions may be made to the Alzheimer's Association or a charity of your choice.
