Barry was born June 1, 1948 in Ottumwa, Iowa to father Jack W. Ruggles and mother Ellen Louise (Padget) Ruggles.

Barry grew up largely in Ottumwa, attending school there. He studied graphic design, oil, and pastel painting with Peter Cornell from 1963 to 1966. After moving to Berkeley, California in 1967, he became ensconced in the Abstract Expressionist movement but still was attracted to doing landscapes with drawing and pastels and his drawings landscapes.

He decided to abandon painting for a while when living in Iowa City, Iowa, in the early 1970s. After moving to Lincoln, Nebraska in 1975, he gained a renewed interest in landscapes. His paintings have been exhibited both nationally and internationally and his works are part of numerous private and corporate collections and he received numerous awards both in the United States and abroad.
