Raquel Libeth Garcia (Tia Kelly), age 76, of Kissimmee, FL and San Jose, Costa Rica passed on September 21, 2016 in Orlando, FL.

She was born on December 25, 1939 in San Jose, Costa Rica to parents Manuel Garcia Obando and Elsa Soto Carvajal. She was sister to Marvin Daniel, Donald Edwin (predeceased), and Elsa Priscilla Santos.

Raquel entered primary school at Escuela Republica del Peru but transferred and completed her early studies at La Escuela Mexico. Afterward, she matriculated and finished one year of her secondary education at Colegio Anastacio Alfaro. Then, at 15 years of age, Raquel bravely left her entire family and the comforts of home in Costa Rica to attend Belmont Senior High School in Los Angeles, CA. Frightened, lonely, homesick, and tearful, Raquel accepted the challenge and never looked back. Shortly after completing her studies there, Raquel left the City of Angels for the Big Apple. While in New York, she both worked and attended classes at the Teachers College at Columbia University and proudly cheered for her, then, Brooklyn Dodgers. After many years in New York, Raquel relocated to Washington, DC and took a post with the Pan American Health Organization a division of the World Health Organization. Then, in the early 1990's, she left Washington for Kissimmee, FL where she lived and worked until her retirement. Her final years were spent living bi-annually between Costa Rica and Florida.
Raquel had a deep affection for animals especially her previous canine companions Muneco, Dandy, and Chispita. She loved children, travel, soccer, music, sweets, cheeses, breads, a great coffee, and a really good chicken wing. But above all else, she loved her family and her Lord.

She is survived by her eldest brother and younger sister; one brother-in-law and two sisters-in-law; 11 nephews and nieces; 22 grandnephews and nieces; and one great nephew.
