Edward Bernard Carley was born in New York City, New York, on July 19, 1917, a son of Edward B. and Sarah E. (Lalley) Carley. He received his early education at Mt. St. Michael's Academy, New York, and Lawrence High School, Long Island, New York. He attended St. Jarlath's College, Tuam, Ireland, and Ecole Massina, Nice, France, before returning to New York to graduate from Manhattan College.
He undertook studies for the priesthood at St. Joseph's Seminary, Dunwoodie, New York. He completed his theological studies at St. Mary's Seminary, Baltimore, Maryland. He was ordained at the Cathedral of St. Peter, Wilmington, on May 22, 1948, by Bishop Edmond J. FitzMaurice. He was first assigned as assistant pastor at St. Mary Refuge of Sinners, Cambridge, Maryland. On June 14, 1954, he was appointed to St. Ann's Church, Wilmington, Delaware. On June 9, 1962, he became assistant pastor at St. Paul's Church, Wilmington. On May 29, 1964, he became assistant pastor at the Cathedral of St. Peter, Wilmington. On June 9, 1967, he was appointed pastor of Good Shepherd Church, Perryville, Maryland. In 1972, he was transferred as pastor to Mother of Sorrows Church, Centreville, Maryland. He remained on the Diocesan Marriage Tribunal from 1954 to 1974, at which time he retired as presiding judge.

In 1983, Father Carley was transferred as pastor to St. Dennis Church, Galena, Maryland. He was known for his historical research and writing concerning the Catholic Church in Delmarva. Several early churches were restored under his guidance, including the Tubman Chapel in Dorchester, Maryland. He also conducted a number of archeological digs and discovered the location of early chapels on the Delmarva peninsula. He retired from the pastorate on June 13, 1993, and lived at Santurce, Puerto Rico. He died on January 25, 1998 in Branford, Connecticut, 82 years of age, and 49 years a priest. A concelebrated Mass of Christian Burial was offered by Bishop Michael A. Saltarelli at Mother of Sorrows Church, Centreville, Maryland, on January 31, 1998. Interment was made at St. Peter's Cemetery, Queenstown, Maryland.
