Miss Gallagher was the daughter of Edward Anthony and Ardath Maxine (Staley) Gallagher. At the time of the 1930 census she was, with her brother Homer, living with their grandmother, Laura Staley, in San Francisco. She flew as a member of the Civil Air Patrol in the San Francisco area during World War II. In 1965 she came to Coupeville to work for the Washington State Department of Public Assistance of Island County.

She was survived by her mother, Mrs. Maxine Gallagher of Coupeville and one brother, Homer Gallagher of Los Angeles.
