Many sources claim the surname Hibbs is likely Welsh in origin. I think it is most likely German in origin.
Much of the following information is taken from a document in my genealogy collection, "Hibbs Genealogy, July 24, 1984," compiled by Margaret Hibbs Brokaw. She cites her sources as: "1. Memory of Volina Hibbs McCoy. 2. A bible [sic] belonging to Volina Hibbs McCoy 3. Personal knowledge and information collected from other family members." Information taken from sources is found in quotes; my comments are found in brackets.
From The Hibbs Family History by Sylvia Snook: "The name Hibbs, according to a book of Welch names, dates from the tribal days and means the sons of Herbert and Isabella, but Ferguson [I assume an historian - krw] disputes this by saying the line was founded by Queen Hebba, who ruled in So. Saxony in 671. She was one of the first Christian queens, and established the first convents in Coldingham [England]." [I have been unable to find information on a Queen Hebba of Saxony. Also, Saxony is -- at least currently -- a part of Germany, so I do not know why the name is considered Welsh in origin. In addition, I don't think Saxony was even founded until around 700 AD. I could be wrong . . . According to sources I have read, the surname Hibbs is a metronymic -- a name taken from a maternal ancestor -- for the female name "Isabella." ) - krw]

"William Hibbs was born in England in 1630; died there March 6, 1686. He married in 1654, Joanne ________[no name given]. He was apparently a man of considerable means. He joined the Quakers and was fined several times for not attending the Established Church of England. He was also imprisoned for his belief. Many of the Hibbs family remain Quakers to this day. All children, born in England.

I Jane, born January 14, 1655.
II Jonathon, born May 26, 1657; died about 1686.
III Mary, born 1659
IV Sarah, born January 6, 1660; died December 6, 1702.
V Hannah, born November 11, 1662.
VI William Jr., Born January 23, 1665; progenitor of the U.S. Hibbs
VII Joseph, born October 10, 1668."
[Other sources I have read state that William and Joanne had another child, their first born, John, born in 1652. This would have given them 8 children total.]
