Passed away peacefully, after a brief illness, on Sunday, October 2, 2016 at Seasons Hospice surrounded by his loving family.

Born in Lakeland, GA, Randy was the son of the late Cliate and Willie Lee (Ryals) Carter. He was a graduate of William Penn High School and attended the Wharton School of Business. In addition to his parents, he was predeceased by his siblings, Nell Masters and Richard "Rick" Carter.

Randy worked in the packaging industry as a Plant Manager where his work expertise allowed him to travel all over the world to places like Australia, Holland, Germany and Canada. He most recently worked for Tavo Packaging in Fairless Hills, PA. Randy enjoyed spending time with his family at their beach house, fishing and crabbing and traveling with his wife, Kathy. He was an avid Eagles fan and would fix big meals to enjoy while watching the football games with his family on Sundays. One of Randy's greatest joys was his grandchildren. He loved spending time with them and was a wonderful, loving "Pop Pop".

Randy is remembered by his family and friends as a fun-loving, friendly, generous, humorous man. He touched so many lives and made an impression on everyone he met. He would not hesitate to help his family, friends and neighbors when they were in need. He was quite the "jokester" and was dearly loved by everyone. Randy's personality was bigger than life, and all who knew and loved him will miss him terribly.

He will be dearly missed by his wife of 44 years, Kathleen "Kathy" C. (Collins) Carter; his sons and daughters-in-law, Daniel and Tori Carter of New Castle, DE and Brian and Teri Carter of Elkton, MD; his grandchildren Dylan, Madison, Kayda and Rylynd; and his siblings and their spouses, Vernon and Janet Carter of New Castle, DE, Maxine Woodward of Bear, DE, Bobby Joyce and Ed Neal of Wilmington, DE and Simon "Lou" and Ginny Carter of Newark, DE, as well as many nieces and nephews.

Friends and family are invited to visitation on Friday, October 7th after 9:30 AM at Mealey Funeral Home, 2509 Limestone Road, Wilmington, where funeral services will begin at 11 AM. Burial will follow at All Saints Cemetery, Wilmington.

In lieu of flowers, the family suggests contributions to the St. Vincent de Paul Society, 1414 N. King Street, Wilmington, DE 19801.
