Harold's parents are Ezbond Alonzo Foutz and Eliza Alice Packer. He is third of twelve children.

The family moved to central Utah by 1900 living in Cannonville and Richfield. Harold registered for the WWI draft on June 5, 1917. The draft card shows that he was a dental surgeon, self-employed in Richfield, Utah. The draft card describes Harold as medium height, medium build, light brown eyes, and light brown hair.

Harold served a mission for the LDS Church to the Eastern States from December 2, 1925 to May 28, 1926. He had married in Kane, Utah on October 9, 1918 to Anna Cram. They became the parents of several children. They must have divorced because Harold married Pauleen Cluff on May 4, 1934 in Manti, Utah. They became the parents of a son and three daughters.

Harold and Pauleen were in Ogden in 1935 and Reno, Nevada in 1940. They later moved in Las Vegas where they spent the remainder of their lives.
