Steve is the son of Maxim Savelich Popoff and Evdotia Constantinovna Agapov. He was born in Kars, Russia (now Eastern Turkey). He is one of eleven known children: Alice, boy child (both died in Russia), Timofei, John, Mike, Nellie, Minnie, William, Eunice, Steve, and Alex. All of the children were born in Russia. Steve and his family immigrated from Russia in 1911. They lived in Sheridan, Placer County, CA and worked as farmers. The family house is still sitting on the hill in Sheridan.

Steve married Sara Vasileevna Sohrakoff between 1930-1931 in Sheridan, CA. They had two children: Anna and Steven. Steve was a farmer
