Phineas is the son of Samuel Doolittle and Mehitable Bailey Doolittle. He served in the French & Indian War where he was captured by the French and was a prisoner of war for three years.

He married his wife, Elizabeth Bassett, the daughter of Samuel Bassett and Mary Hitchcock Bassett on May 21, 1740. Together they had 10 children: Mehitabel (1743-1837), Thankful (1742-1836), Esther (1744-1790), Isaac (b. 1746), Nathaniel (b. 1750), Uriah (b. 1750), Phineas Jr. (b. 1754), Prudence Elizabeth *1758-1794), Abel (1759-1844), and John (b. 1761).

Phineas died in 1786. His will was probated in the Waterbury Probate District. Abram Norton was the administrator of the will.
