Cabo Verdean Statesman. He served as the 2nd President of Cape Verde from March 22, 1991 to March 22, 2001. He went to university in Belgium and graduated with his law degree from the Catholic University of Leuven. As a candidate of the Movement for Democracy party, he defeated Aristides Pereira in the first multi-party presidential election held in Cape Verde in 1991. He took office on March 22, 1991 and was re-elected without opposition in 1996. He stepped down in 2001 after serving two five-year terms and was succeeded by Pedro Pires. After leaving office, he was involved in various international political issues.
