Charles Dorrance Foster, son of Phineas Nash Foster and Mary Bailey (Johnson) Bulford Foster, was born in Dallas Twp, Luzerne, PA, 25 Nov 1836 and died in Wilkes-Barre, PA, 29 Sep 1909.

He studied law with Lyman Hakes, Esq., was admitted to the bar 23 Apr 1861, and was in the active and successful practice of his profession since that date.

Always interested in various business affairs, he was president of the first street railway in Wilkes-Barre, a director of the Wyoming National Bank, director of the Wilkes-Barre and Dallas Turnpike Co., and treasurer of the Hunlock Creek Turnpike Co.

He was a member of the Masonic fraternity, the Elks, Westmoreland Club, Malt Club, the Wilkes-Barre State National Bar Association, the Wyoming Historical and Geological Society, the Saginaw Club, the State and National Bankers' Association, the Commercial Club, the Wyoming Commemorative Monuments' Association, and the New England Society. He was a member of St. Stephen's Church.

He married 4 Oct 1865 Mary Jane Hoagland, dau of Amos and Susan (Fisher) Hoagland and had two daughters, Narcissa Florence and Lillian Blanche.
