Rebecca Anne Ratliff Powers was born in Cheraw SC on May 21, 1928, the daughter of James Washington Ratliff, Sr. and Henrietta Rebecca Burch Ratliff. She had an older brother, James Wasington Ratliff, Jr., and a younger sister, Margaret Louise Ratliff Frasier.

Anne was a graduate of Cheraw High School and attended Mars Hill College in Mars Hill NC. She worked for many years at Carolina Power and Light Company in Cheraw. She later worked with her husband Itly Leroy "Roy" Powers (married in 1957) at their family-owned jewelry store, Roy Powers, Jeweler.

Anne had one child, a daughter, Denise Anne Powers Wright Garris; two grandchildren, Stacy Wight and Amanda Garris; and three great-grandchildren, Robert McCormick, Jr., Justin Serenity McCormick and Payden Callie Quick.

Anne was an active member of First Baptist Church of Cheraw.

Anne Powers died at Cheraw HealthCare in Cheraw on September 5, 2016. Funeral services were held at Kiser Funeral Home in Cheraw, with the Rev. Richard Young and the Rev. Patrick Blackmon officiating. Burial was at Chatham Hill Memorial Gardens, Cheraw.
