Howard served as a Lieutenant Commander, U.S.S. Lexington (CV-2), U.S. Navy during World War II.

He resided in Massachusetts prior to the war.

The Lexington, in the Battle Of The Coral Sea, was first hit by two torpedos from Japanese torpedo bombers on the port side, then by two bombs from Japanese D3As bombers which disabled the ship.

After the ship had been abandoned it was later scuttled by five torpedos from the U.S.S. Phelps (DD-360).

Howard was declared "Missing In Action" in this battle.

He was awarded the "Bronze Star" and the Purple Heart.

Howard also has a "Cenotaph" in the Golden Gate National Cemetery, San Bruno, California.

The Lexington lost approximately 216 crewmen in the sinking. The ship was awarded the American Defense Service Medal with "Fleet" clasp, Asiatic-Pacific Campaign Medal with 2 Battle stars, and the World War II Victory Medal.
