Wiley was the son of William Bruce Ferguson and Sarah Frances Stallings/Ferguson. He was born and he died in Carroll County, Georgia. Wiley was the grandson of Charley Euegene Stallings and Georgia Gertrude "Gertie" Duncan/Stallings (maternal). His paternal Grandparents were Thomas Wiley Ferguson and Fannie Lou Kinney/Ferguson.

Wiley's mother, Sarah, died when he was only three years old. His mother had gone swimming and as a result, had strept throat. There were no antibiotics available and she passed away from the infection. His maternal Grandparents raised him.

Wiley was married to LuNell Connie Parrish/Ferguson on 7/20/1947. They had two sons, Thomas Wm. Ferguson and Herschel Bruce Ferguson. Thomas is also buried at Asbury, between his two sets of grandparents.
