Born in Rehoboth, Massachusetts. Migrated to Clermont County in 1805 or 1806 from New York. Namesake of Perin's Mills, later called Perintown, Clermont County, Ohio. In 1813 he bought land along the East Fork in Miami Township, on what is now Round Bottom Road. Eventually, he had 1500 acres in Miami and Union Townships.
He served as Captain in the War of 1812.
