Glenn Price Carter was born in the Antioch Community near Camden, SC, on February 17, 1924, the daughter of Ellie Price, Sr., and Carrie Baker Price. Upon graduation from Bishopville High School she performed clerical duties for Lee County for a year, then did clerical work at the Charleston (SC) Navy Yard in the war effort. It was there that she met her husband, Donald Carter from Texas. They were married after his military discharge in 1946, and moved to Darlington, SC, in 1948, where they lived and raised their family, then moved to Camden, SC, upon his retirement in 1999. She was renowned for her singing, poetry, and paintings.

Glenn was predeceased by two brothers, Vernon Price and Raphael Price, and two sisters, Louise Segars and Nina Hall.
