23rd Constitutional President of Peru. He received notoriety for serving as the President of Peru from April 20, 1851 to January 5, 1855. Prior to becoming president, he served in the military as an officer and fought in the Peruvian War of Independence. He was Peruvian Minister of War and Navy from May 2, 1845 to July 19, 1846. He was also an adviser to President Ramon Castilla, who would later overthrow him by leading a revolution, thus causing him to go into exile. He is best remembered for promoting the first civil laws of Peru and abolishing slavery. Another one of his achievements was the completion of the final phase of the construction of the Tacna-Arica railroad. He inherited from Castilla a national debt of millions of pesos owned to the citizens for the cost of the War of Independence. A scandalous mismanagement of this account, led to another revolution led by Castilla. After being in exile for some years after the revolution, he returned to Peruvian politics becoming the President of the Chamber of Deputies from 1864 to 1865 and the President of the Senate from 1868 to 1872. He was also a candidate for the presidency in 1871 , but was not elected. Finally, he retired from politics, traveling to Europe and dying shortly after returning to Peru.
