In 1861 he assumed the presidency of the state of Boyacá. He was elected several times to the Columbian House of Representatives and the Senate. He is best remembered for his key role in constitutional reform. His other domestic accomplishments included creation of the National University of Colombia, The National Archives, and the National Library.
