US Congressman. A member of the Democratic Party, he served in the US House of Representatives from Maryland's 2nd congressional district for 11 consecutive terms from January 1963 until January 1985. Born Clarence Dickinson Long. Jr., he received his bachelor's degree from Washington and Jefferson College at Washington, Pennsylvania in 1932, followed by his master's degree and Phd from Princeton University in 1935 and 1938 respectively, and became an economics professor at Wesleyan University, Middletown, Connecticut. During World War II, he served in the US Navy. Following the war, he became a member of the US Council of Economic Advisors to the President (1953 to 1954 and 1956 to 1957). In 1962 he was elected to the US House of Representatives, succeeding fellow Democrat Daniel B. Brewster who had been elected to the US Senate. During his time in Congress, he served as Chairman of the Foreign Operations subcommittee of the House Appropriations Committee. In 1984 he was defeated for a 12th congressional term by Republican Helen Delich Bentley. He died at the age of 85. He was portrayed by actor Ned Beatty in the comedy-drama film "Charley Wilson's War" (2007).
