Funeral services will be at 11 a.m. Monday at Swengel-O'Dell Funeral Home of Neoga, Illinois, with the Rev. Richard Coen officiating. Visitation for family and friends will be from 10 a.m. until service time Monday at the funeral home. Burial will be in the Concord Cemetery near Neoga, Illinois. Wanda was born Dec. 16, 1923, the daughter of Joseph and Grace (McCartney) Fosbinder. She was employed by General Electric of Mattoon for 18 years. She married Charles T. Armstrong, March 10, 1962, in Springfield, Illinois, and Mr. Armstrong passed away Aug. 15, 2006. Wanda enjoyed the outdoors and she enjoyed visiting and talking with her family and friends.
She leaves one stepson, Charles Michael "Mike" Armstrong and Deb Dunn of Mattoon, Illinois; one stepdaughter, Jayne Ann Spence and husband Patrick of Mattoon, Illinois; three step-grandchildren, Kayla Armstrong of St. Louis, Missouri; Christine Poorman and husband John, and Casey Branson, all of Humboldt, Illinois; three step-great-grandchildren, Luke R. Branson, Claire Branson and Charlie Poorman; four nieces, Lu Fosbinder, Brenda Parkerson, Gitana Tomlin and husband Roger, and Tammy Bryant and husband Frank.
Mrs. Armstrong was preceded in death by her parents; husband, Charles T. Armstrong; one brother, Leo Fosbinder; and one nephew, Marvin Fosbinder.
