Funeral services were conducted at 1:30 p.m. Sunday, June 14, 2009, in the Calfee Funeral Home Chapel, Beckley, West Virginia with Pastor Delmas Wolfe of Hospice of Southern West Virginia officiating. Burial followed in Blue Ridge Memorial Gardens, Prosperity, West Virginia.
Mrs. Phipps is the daughter of Wanus Eli Shumate and Lorene Virginia Phillips Shumate Collier. She is survived by her husband, a son; and a daughter.
Joyce was retired from State of West Virginia Department of Health and Human Resources. She was a graduate of Woodrow Wilson High School, Beckley, West Virginia.
